Weird, works for me running main-n262913-bee3d4bf8ed5:

$ grep NO_PROXY /etc/login.conf
        :setenv=BLOCKSIZE=K,NO_PROXY='localhost,*.siemens.net':\
$ env | grep NO_PROXY
NO_PROXY=localhost,*.siemens.net
