I ruled out interference from installed packages by ensuring that the exact
same package set was installed on a working system and a non-working system.

Did the same with kernel modules and sysctls.

On the non-working systems I had run a hardening script that closes some holes
related to icmp, source routing, etc. and sets default umask to 027.  After
commenting out those sysctls, changing umask to 022, rebooting, and ensuring
that both systems have the same set of non-world-readable files under
/usr/local, the problem persists.

So stumped at this point...
