I do not quite understand what the cited sequence of words saying.
If the environment was NULL, it is left as NULL regardless of the patch,
but patch makes it not faulting sometimes.

Do you mean to say that if envVarsTotal == 0 and intEnviron happen to be NULL,
we still ought to allocate zero-sized environment?
