We need NFSv4.1 WANT_DELEGATION op support (only synchronous, no CB_PUSH_DELEG
support) in FreeBSD nfsd to have better control about delegations.

That would give a client the ability to request and return delegations when it
really needs them, instead of squatting delegations and let the server guess
which ones are needed and which not.
