Latvian keymaps for VT (patch v3)

So I verified v2 patch. Specifically ŗ and ō (later one is used in Latgalian
dialect).
I took time to also create Latvian apostrophe layout variant (Xorg compatible
to best of my ability)

Finally I looked at kdbmap, and it seams that all works as expected.

cd share/vt/keymaps
make install

then when you run kbdmap it will show "Latvian" and "Latvian (apostrophe)"
layouts.
I suppose the key is share/vt/keymaps/INDEX.keymaps file which contains layout
names in various languages. I only implemented English as can be seen in patch.
