            Bug ID: 299403
Summary: Split base packages to avoid dependency loops
           Product: Base System
           Version: 16.0-CURRENT
          Hardware: Any
                OS: Any
            Status: New
          Severity: Affects Many People
          Priority: ---
         Component: bin
          Assignee: bugs@FreeBSD.org
          Reporter: cperciva@FreeBSD.org

I'm concerned that dependency loops may cause problems with the ordering of
pkgbase upgrades; even if an upgrade succeeds, there may be a window where
things break due to e.g. library dependencies not being installed.

The one case I've heard about is runtime -> libarchive -> runtime due to
libbsdxml being part of runtime; but there may be others. Ideally we would
have a tool which audits for shlib-induced package dependency loops.
