libfetch uses strftime(.., "%a") to generate value for the "If-Modified-Since"
header. If the process that uses libfetch runs with non-English locale, the
HTTP request ends up looking like

GET /meta.conf HTTP/1.1
If-Modified-Since: сб, 26 сент. 2026 14:58:15 GMT

instead of

If-Modified-Since: Sat, 26 Sep 2026 14:58:15 GMT

I think libfetch clients should not bother cleaning the environment before
trying to fetch something?
