Tested a clean install of 15.1-RC1 from ISO on an external SSD. In this case,
drm-kmod installed and loaded successfully on the first try without any boot
loops or kernel panics. 

This confirms that the issue is specific to the upgrade path via
freebsd-update, likely due to the kernel attempting to load the old
15.0-compiled module left in /boot/modules before pkg upgrade can be executed.
