[Bug 292964] pam system defaults should really be system defaults

Yeah, I wrote that a bit wrong, I meant the part that is specific to su and
login. And I have no idea why I throught that "default" can be used as
"standard" in this context.

But I still think there should be a config file where the administrator can
configure what should apply for all ways to login to a system. Especially as
the default configuration already has at least on such pam module (pam_xdg) and
it is forgotten for one way to login (ssh). Additionaly I think that "system"
is a bad name for what is shared between login and su, but not other ways to
login, especially with the "System-wide" comment at the top of that file.
