I suspect there's a good reason for this... looking at the origin story for the
system policy[0], it was just consolidating login/su duplication.  Some of the
differences between sshd and system policy seem pretty significant in ways that
make this look like a non-starter, but my PAM knowldge is virtually
non-existent.  I kind of wonder if a different split for system makes sense-
des@ might have an opinion here, but he's also quite busy.
