[Bug 293959] ntpd fails to start after upgrade from 13.0

If this issue is still unresolved:

- What exact error do you get?
- What version of ntpd do you use? ports or base? If ports, have you rebuilt
all ports after the upgrade? 
- If "grep -R pam_opie /etc" shows any results, you have to run etcupdate
