The tilde was not meant to reset the program filter, though, but to discard ipfw messages after logging so they no longer appear in /var/log/messages, etc. I got the idea here: https://forums.freebsd.org/threads/how-do-i-configure-syslog-to-send-everything-from-a-process-to-daemon-log-instead-of-messages.99180/ and the is when I saw that (apart from not working as intended) it created the error output. I have to apologize, though: I did test with 14.3, but only that it did not make syslogd fail to start.
