It's not known.  I'm a hwpmc n00b.  All I know is that I can reproduce it at
versions 50caa0ea0c16, c289291a673, and with the code in the hwpmc-badbios PR
that you linked.

FWIW, my motherboard is an ASRockRack X570D4U-2L2T and my BIOS is AMI P1.30 .
