But I'm experiencing what you're seeing on your Framework 13 on various Dell
Intel laptops, and that has never caused any problem, such as degrading the
machine (at least AFAICT), except that, of course, CPUs throttle their
frequency to avoid passing 100°C.  It's a design problem in the sense that they
cannot sustain their highest frequency for long, but not in the sense that the
hardware is going to be destroyed.  Perhaps that diminishes its lifetime, I
don't know.  Is it what you are after, or are you just trying to limit the
temperature because the laptop can become hard to touch?
