For me I can pretty reliably trigger the panic with jails, but I haven't seen
it panic with all my jails off. But I do have a bunch of other odd non-panic
network issues from around the same time. For example, I can no longer fetch a
bunch of port distfiles, instead getting timeouts or 0B response bodies despite
proper HTTP response headers.
