DEADLKRES is a bit of a misnomer, it doesn't really "resolve" deadlocks. It
detects (potential) deadlocks, and reports them by panicking. The goal is that
(a) the system restarts and returns to being usabe, and (b) a core file is
available to facilitate debugging.
