Important update:

After further testing, the keyboard corruption after S3 resume only
occurs when the ly display manager is active.

If I switch to ttyv0 before suspend (or do not run ly at all),
the problem does not occur.

This suggests ly leaves the vt keyboard / terminal state in an
inconsistent mode across suspend/resume.
