On a Raptor Computing Systems Blackbird (POWER9) host with a Microsemi PEX PCIe
switch installed, the downstream NVMe devices attached to the PEX card at boot
are not enumerated by the OFW PCI driver stack.
All drives are enumerated and work properly in both the bootloader and in a
current Linux kernel.
A dump of the entire device tree, dmesg, and pciconf is attached.
