Presumably (for those lucky enough not to have this stuff in their head):

- freebsd-update installs the libs in lexical order
- libc sorts before libsys
- New libc will be unhappy with the not-yet-existence of libsys
- freebsd-update needs to run things like gzip and install, and they'll be
unhappy if libc doesn't work...
