Not an expert in this area, but this looks fishy to me:
    cap 11[c0] = MSI-X supports 1 message
                 Table in map 0x10[0x0], PBA in map 0x10[0x0]
Because BAR 0x10 is not configured.
Looks like the corresponding capability is all zeroes.

Try to disable MSI-X as an experiment (hw.pci.enable_msix=0).
