So what are boot_serial and boot_multicons in the boot loader? If only the
latter is set, then you'll see this behavior. You need to also set
boot_serial=YES. This used to sometimes be set automatically, but not others. I
thought we were consisten since 13, but maybe something subtle has changed?

I have exactly this setup on both BIOS and EFI booted systems.

What might also have changed is setting hw.uart.console.

Can you attach kenv of the booted system along with a dmesg?
