I do not have any idea.

Since in bootverbose it hangs right after IPI-ing APs, something is wrong with
IPI distribution, it seems.

First, is the bios latest? If not, update.
Second, add printf()s to amd64/amd64/mp_machdep.c:start_all_aps() and
start_ap()
and see where it hangs.
Also, try to disable as many unneeded hardware in BIOS, at least for the debug.
