When testing the installer I've often encountered the "No wireless networks
were found. Rescan?" message. The expected networks did appear after answering
yes.

In the absence of a more comprehensive Wi-Fi setup tool in the installer we
ought to wait a little longer. Just increasing to 10s would be trivial, but
just doing (one) automatic rescan w/o asking should be straightforward.
