[Bug 290143] the files /boot/loader*.efi are stale

The breakage was introduced in stable/15 branch in the phase of ALPHA3 (early
ALPHA3 was fine). The main branch doesn't seem to be affected.

To reproduce, cd to /usr/src and issue commands:

make buildkernel && make installkernel,

then check whether /boot/loader*.efi was updated. In my case, only
/boot/loader_4th.efi seems to be refreshed.
