1. Use a UK keyboard

2. in the first screen of bsdinstall (Keymap Selection), select
   United Kingdom

3. continue with installation, be minimal, and when prompted for the 
   root user's password, enter these four characters: 

   ####

4. complete the installation, restart

5. at the login prompt, for root, key the password correctly


Expected: 

6. login


Actual result, for the correctly-keyed password:
