Discussion with bapt@ and testing shows that this isn't required if users
bootstrap to pkg(8) v2.2 after upgrading to 14.3-RELEASE. Clean installs that
require firmware from ports will automatically bootstrap to 2.2 or higher.
Vanilla builds should just apply:

pkg bootstrap -f

after install out of caution, even though this should occur when pkg(8) is
invoked.

Closing this bug as 'priority' is not required for a successful outcome any
longer.
