For the purposes of this ticket, let's say they are running -CURRENT as of late
2022 with 15b3e3bb7efcbf7c29ab76e9ea7990c17df790e6 reverted.
I don't see anything in 5f89aea7b74aa4605b25af62e31303097a4a48cc that would
help.
I'm still investigating but it's starting to look like their management system
actually creates both the ports and the ctld configuration concurrently at boot
time, so contrary to what I initially believed, ctld always starts with all the
ports already configured.
Could you please address the numbered items in #0... they all apply just as
much to today's tip-of-tree as they do to the code my client is running.
