Has the problem really been observed on CURRENT or only on older releases? 
Because 5f89aea7b74aa4605b25af62e31303097a4a48cc fixed a bug that could result
in kernel_port_add failing because the port was already in the kernel.

Is it possible that ctld crashed, or got killed by a signal?  That could result
in the same situation.

Do you have steps to reliably reproduce this bug?
