error log due to missing /usr/sbin/pkg

Related to https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=269884 - an image
build with the option WITHOUT_PKGBOOTSTRAP fails to have any packages
installed, since the necessary /usr/sbin/pkg is not there.
