It's a little surprising that they're different indeed - there's no reason they
should be.
I don't think kbdmap(1) should change the font at all though (with vt) - this
is left over from the syscons(4) era. Now the user or installer should just
choose the desired font before invoking kbdmap.
Propose dropping the FONT setting from vt's INDEX.keymaps in
https://reviews.freebsd.org/D51640.
