discovered while trying to cross-build `make packages` on macOS, it seems
that we should not use the host's pkg(7) to bootstrap, but use the freshly
built one.

The patch in https://reviews.freebsd.org/D51275 does not fix the build,
but gets us a little bit further. Hopefully it helps identify a better
solution.

Like how bmake is built, macOS will likely need its own cross-built pkg(8)
to bootstrap from.
