Setting rtadvd_flags in /etc/rc.conf works for me as expected.  The rc
framework sets rc_flags=$rtadvd_flags automatically.  We are missing an entry
for it in /etc/defaults/rc.conf, but that's mostly cosmetic.  What exactly are
you asking for?
