I'm confused, now you confirm what I said and actually using the valid use
case: use has hash dir for pulbic CAs and the default bundle for private ones.

makebundles does the exact opposite. It's been said in the first comment.

All I ever said was do not write bundle files with hash dir contents because it
has no operational value.
