I don't have a login for that site, so I can't comment there, but I would
remark that while TRUSTPATH and ca_root_nss both use NSS data, they aren't
identical.  For example, on 13.4p3, if I install ca_root_nss-3.104, certctl
installs from ca_root_nss 5 certificates that aren't in TRUSTPATH.

This PR probably isn't the appropriate place to have this discussion in full,
however.  If there's a better location for it, it can continue there.
