[Bug 284864] sort does case-independent sort even without -f or --ignore-case

Can an even stronger statement under -f be made, such as:

"Primarily for locale C. In other locales, case is already less important than
what follows in the sort field."  ?

I haven't tried to verify that that's true for all locales other than C,
though.
