Latvian keymap for VT (patch v2)

I've updated keymap to match Xorg LV layout (default variant - using AltGr).
I wrote each character in non-shifted, shifted, AltGr, AltGr+Shift variant in
Xorg and in VT and compared output to be sure that output mathces.

Note that some charecters that can be entered will not display in VT such as:
¹²³½¾⅛⅜⅝⅞ (these I remember, there may be some more, but in general it doesn't
matter, I personally never used any of these. Characters what I do care about
do print just fine).
