then again: if a platform doesn't have a pkg package on pkg.f.o, it won't have
a wifi firmware package either.  so perhaps we just need a switch to either
install everything from pkg.f.o, or install pkg (only) from /usr/ports -- i
think this would only affect Tier 2 platforms like riscv or powerpc which don't
have a pkg.f.o repository.

does releng have any objection to fetching pkg from pkg.f.o?
