[Bug 291915] server hung, login hangs on [zfs]

This issue is present *only* on/after OpenZFS 2.4.0 rc3 was merged, during 15.0
release cycle builds, and still in 15.0-RELEASE official. There is no
additional information
available in logs, dmesg, and a console login is impossible.

I've had at least 10 of these since moving to 15.0-RELEASE, on varying aarch64
systems.
I don't see this on amd64, but I don't have any amd64 servers in serious use
anymore.

Symptoms: everything hangs, but network & firewall still respond. Neither ssh
nor
ipmi console login is possible - see below:
