Chiming in, since I opened this report ...

So, the original issue I reported here (that name resolution broke for me when
upgrading from 14.3 to 15.0) is now understood (operation in the absence of
/etc/resolv.conf changed), and the change was intentional.  Excellent.  Thank
you.
