[Bug 288777] System freezes after upgrading to 14.3-RELEASE

I had a remote backup process that was rsync'ing files out of the .zfs/snapshot
directory. Doing so appears to break scrubs/resilvers (they never complete
until a reboot, I have a ticket open for that). I think this process was also
leading to this freeze.

I've given up on using the snapdir as even copying a couple of files from it
leads to the next scrub never completing until a reboot. It doesn't appear to
be a production-ready feature so I've disabled it entirely in our env.

Since I disabled my remote backup process I haven't had a single freeze, so I
think this issue is related.
