As soon as I saw that test, a bell started ringing.  If the controller doesn't
have power controller capability, then don't pay any heed to power faults.

Yes, it works just dandy.  I had been getting by with a /boot/loader.conf hack:

hw.pci.enable_pcie_hp=0

Your patch now makes that unnecessary.
