[Bug 282267] boot_multicons="NO", boot_serial="NO", and console="efi" in /boot/loader.conf isn't respected by the boot loader's menu

Both of boot_multicons and boot_serial are set to NO, and console is set to
efi, yet the boot loader gives the impression that I want a dual console with
serial as the primary. The later boot loader logic seems to be correct.
