Hmm, the periodic(8) and periodic.conf(5) files are out of sync.  This looks
like a bug in commit e5d7100c09e03.  I don't really understand the motivation
for that commit; there is already a way to provide local settings
(periodic.conf.local) and we don't support /usr/local/etc/rc.conf.
