Also happens with 15-CURRENT (4771c2e9d1c) on riscv64.  /etc/src.conf has

WITHOUT_CROSS_COMPILER=yes
WITHOUT_CLEAN=yes

this happens when there's already a build in /usr/obj and we change to a
different (similar) commit and then "make buildworld" again.
