[Bug 279773] libc.so.7 rebuilt but libc.a is not

When doing incremental rebuilds of world with -DNO_CLEANDIR -DNO_CLEAN after
changing a file of libc, libc.so.7 is being rebuilt but libc.a is not.  This is
very confusing to get different results depending on whether you link -static
or not.

I assume it is a general build framework problem beyond libc, that's just where
I noticed it in the obj directory when trying to link -static to libc.a from
there.
