This is what I get on stable/14:

Similarly, with your test program and another victim process 1299:
solo% proccontrol -m trace -q -p 1299
enabled, no debugger
solo% cc -o pr-279566 pr-279566.c
solo% proccontrol -m trace -q -p 1299
enabled, no debugger
solo% ./pr-279566 1299
Tracing disabled for process 1299
solo% proccontrol -m trace -q -p 1299
disabled
solo% truss -p 1299
truss: can not attach to target process: Operation not permitted
