Even default login class set LANG=C.UTF-8.
/etc/login.conf:
default:\
        :passwd_format=sha512:\
<... cut ...>
        :charset=UTF-8:\
        :lang=C.UTF-8:

IMHO, it's time to switch to UTF-8.
