Fresh after power up or reboot, according to 'libinput debug-events' the
touchpad doesn't send any events. A suspend/resume cycle fixes it. I don't
remember seeing this behaviour before, so it probably started in the last few
months?
The hardware is Dell Latitude 7280, hms is:

hidbus0: <HID bus> on iichid0
hms0: <DLL079F:00 044E:120B Mouse> on hidbus0
