This problem seems to occur after I have run a large bhyve guest, using 24
virtual CPUs on my 24 core / 48 thread server to do compute-intensive work like
building llvm.  The VM is terminated but the damage is done.  In the other
direction, FreeBSD with many virtual CPUs can get very sluggish when the host
is busy.  I think the problem there is 23 threads are spinning waiting for a
mutex to release and the virtual CPU owning the mutex is not running.
