I run dhcp6c using r14 kernel 1400500 and 1400504 with the same root filesystem
and get different results.  Using 1400500 dhcp6c sends an RS and gets back and
processes the RA.  Using 1400504 the RA can be seen with tcpdump but does not
get to dhcp6c so it keeps retrying and sending more RS.
